青海柴达木循环经济试验区产业生态化研究.pdf

摘要

我国正处于工业化、城镇化加快发展时期。经济发展与资源环境约
束的矛盾日益突出,发展循环经济是调整经济结构、创新发展方式、建
设资源节约型和环境友好型社会、实现可持续发展的必然选择。“十一五”
规划纲要把发展循环经济作为重大战略任务,党的十七大提出了促进循
环经济形成较大规模的新要求,党的十八大提出构建“五位一体”社会
主义和谐社会,把生态文明建设摆在了突出的位置。
青海省柴达木地区矿产资源丰富,是一个典型的资源型地区,是国
家西部大开发特色优势产业基地,是青海省经济社会发展最具活力的区
域,是实施“三江源”保护的主要经济来源和财力支撑地区,承担着支
撑青海省经济社会发展、支援藏区建设的重任。但是,柴达木地区生态
系统脆弱,生态环境的敏感性和不稳定性突出。如何解决发展经济与保
护生态环境之间的矛盾,实现又好又快发展,是该地区发展面临的突出
问题。而发展循环经济是解决这一问题的现实选择。循环经济是生态经
济的重要形态。柴达木循环经济试验区第二产业尤其是工业产值占 GDP
的比重超过 75%,因此,柴达木地区要发展循环经济,就应该首先实现
工业的生态化发展。
基于此,文章以柴达木循环经济试验区为研究对象,以马克思主义
生态经济思想和中国特色社会主义理论中的生态经济思想为指导,结合
西方经济学中的生态经济理论,通过对该区域的实地调查研究,分析研
究了试验区的发展现状,摸清了试验区实现产业生态化发展的基础条件,
摸清了试验区在产业生态化发展方面的阶段性成果和存在的突出问题,
然后根据循环经济发展的内在要求和产业生态化的发展规律提出了试验
区实现产业生态化的路径,并提出了有利于实现产业生态化的若干建议,
这些建议一方面来自于实地调研,另一方面来自于产业生态化的实现路
径。

Abstract

China is in a period of rapid development of industrialization and
urbanization. The contradiction between economic development and
resources and environmental constraints is increasingly prominent. The
development of circular economy is a best choice to adjust the economic
structure, Innovative development mode, build a resource-saving and
environment-friendly society, and achieve sustainable development. The "11th
Five-Year Plan” develops a recycling economy as a major strategic task, the
17th CPC National Congress put forward new requirements to promote a
larger scale circular economy. The 18th CPC National Congress proposed to
build a socialist harmonious society, placed in a prominent position in
ecological civilization construction.
