摘要
产业集群已经被证明是促进区域经济发展,提升区域竞争力的重要举措。本
文重点对重庆北部新区在产业的发展过程中实施产业集群战略的问题进行了研
究。本文阐述了产业集群理论及其演进过程、国内外的研究情况、产业集群理论
体系和产业集群理论的相关概念,对我国的产业集群现象进行了实证性的描述和
分析。
本文重点分析了重庆北部新区产业发展的基本情况,阐述了重庆北部新区实
施产业集群战略的必要性,重点研究了以下问题:重庆北部新区应该采用什么类
型的集群方式?重庆北部新区按什么样的路线发展产业集群?按照什么样的原
则,选择哪些产业作为产业集群的方向?如何构造环境使产业集群从政府扶持型
逐渐演化为市场主导型?政府机构在重庆北部新区产业集群发展中应该发挥什
么样的作用,如何发挥作用?
在以上研究的基础上,笔者认为:不同的国家、不同的地区,其产业集群的
路线和方式是不同的,重庆北部新区应结合自身特点,大力发展企业集群,营造
区域创新环境,走具有重庆北部新区特色的产业发展道路。在产业集群的方式上,
在产业发展的初期,实施政府扶持型的产业集群方式,产业发展到一定的层次后,
逐步过渡到市场主导型的产业集群发展模式;在产业集群路线上,按培植增长极
->发展产业链->形成产业集群路线走三部走路线;在选择哪些产业作为产业集
群的方向上,要遵循地方特色产业发展原则和区域创新发展原则,发展三大主导
产业(现代装备制造业、电子信息产业和生物生化制药产业),形成三个产业链,
积极发展三大优势产业(新材料、新型医疗器械和现代服务业);重庆北部新区政
府机构在实施产业集群战略过程中,要发挥出引导、监管和服务三大职能,构造
良好的产业集群环境,使重庆北部新区的产业集群向优质、高效的方向发展。

ABSTRACT
Industrial cluster has been identified as an important countermeasure in promoting
regional economy petence. In this thesis, how to carry on industrial cluster
strategy in ChongQing New North Zone (CQNNZ) was researched. The thesis
elaborated the theories system, evolving process, domestic and international research
circumstance, the related concept about industrial cluster. The phenomenon of industrial
cluster in our country was analyzed and described by the substantial evidence.
The thesis analyzed the basic circumstance of CQNNZ, elaborate the necessity that
CQNNZ implements industrial cluster strategy. Main points have been studied as
following: what method of industrial cluster should be adopted in CQNNZ? What kind
of route for the development of industrial cluster should be pressed? According to
what kind of principle and selecting what kind of industries is the effective direction to
industrial cluster? How to construct the environment for making the industrial cluster
change the government predominance to evolve into the market p
