论文提要
国有研发组织作为国家相关高精尖科技事业的智力提供者、技术支持者,担有重
要职责。随着改革开放、市场经济的深入,国际间的竞争日益激烈,对人才的争夺也
逐渐升温。在这样的外部大环境下,国有研发组织需要从内部加强管理,建立一种制
度以最大限度地整合组织内部资源,从而有力地抵抗外患。技术人员职业发展规划就
是这样一种制度。
本文研究的目的在于通过国有研发组织技术人员职业发展规划的研究,统一技术
人员个人和国有研发组织发展的目标,提高技术人员工作积极性,并以此为切入点,
改善国有研发组织的人力资源管理体系,从而为国有事业留住、培养和发展核心技术
人员,最终提高我国技术自主创新能力,研制出更先进高效的技术成果。
本文通过分析国有研发组织技术人员职业发展规划的缺失、缺失原因、缺失引发
的问题,表明技术人员职业发展规划对于国有研发组织的重要作用。并通过分析总结
某国有研发组织技术人员职业发展规划的经验教训,研究得出国有研发组织技术人员
职业发展规划五大研制模块、国有研发组织人力资源循环发展体系等一般性启示。

Abstract
As an intelligence and technical supporter to the national high-tech science and technology
cause, state-owned R&anization has important responsibilities. With the reformation
and opening and the deepening of the market economy, petition and the
competition for talent is ing increasingly fierce. In such an external environment, the
state-owned R&anizations need to strengthen internal management, establish a
system to integrate internal resources, which will effectively resist foreign aggression.
Technical staff career development planning is such a system.
The purpose of this paper is by the study of the technical staff career development planning
of the state-owned R&anization, unified objectives of the development of technical
personnel and the development of the state-owned R&anization, upgrade work
enthusiasm of the technical staff. And use it as the starting point to improve the
state-owned R&anization’s human resources management system, so as to retain,
train and develop core technical staff for the state-owned cause. Finally enhance China’s
technological capability of independent innovation, and develop more advanced and
efficient technological achievements.
