摘要
作为各国政府改革的驱动力,在 20 世纪 80 年代,政府绩效评估就席
卷全球,到 90 年代,以公众满意度作为评估政府绩效的标准成为新的研
究热点。西方国家对这些的理论研究、法律法规等制度的建立已经相当完
善。相对来说,我国在公众满意度测评尚处于探索的起步阶段,特别是偏
远的县级地区,更是缺失理论研究和评估方法。这使得本文就如何在县级
政府有效开展公众满意度评估进行探讨和研究很有必要。
基于公众满意度视角下的县级政府绩效评估研究,本文首先从研究背
景及意义等相关阐述出发,将国内外的优秀文献作为论文写作的理论参
考;其次是将公众满意度视角下的政府绩效评估概念界定及理论作为论文
的理论指导,其次主要从县级政府绩效评估研究的现状及存在的问题分
析,即通过这一部分的分析为下一章节的案例研究做铺垫;再次通过以 H
省 C 县为案例,对公众满意度在县级政府的运用进行分析探讨,引出问题,
并对公众满意度视角下的县级政府绩效评估面临的一系列困境进行分析
研究,得到相关结论:要建立公众满意度视角下的县级政府绩效评估是非
常复杂的一项工程,是要结合各个因素来完善的一个过程,我们只有结合
当地实际情况,本着以公众满意度为导向,以公众利益为基础的原则,才
能够构建完善的县级政府绩效评估机制。
