摘要

目的:在调研、分析新疆维吾尔自治区中医医疗机构发展现状包括其物力资
源、人力资源、工作效率、医疗质量、发展潜力、医疗效益等现状的基础上,了
解新疆中医医疗机构的发展方向以及调整趋势,对提出符合新疆地域特色的中医
医疗机构良性发展的对策提供依据。方法:采用文献研究法、问卷调查法、比较
研究法、特尔斐法、TOPSIS 法、集值法等方法对新疆新疆 18 家中医医疗机构的
物力资源、人力资源、工作效率、医疗质量、发展潜力、医疗效益等资料进行收
集整理及数据分析,提出发展对策。结果:
况的评价体系,该体系包括资源投入、业务水平和经营状况 3 个一级指标,7 个
二级指标和 35 个三级指标。 TOPSIS 法对 18 家中医医院进行综合评价的
结果为:三级中医医院的资源投入综合得分基本都保持逐年增长的趋势,尤其在
2005 年时最高;自治区中医医院和地州市级中医医院业务水平综合得分基本保
持持续增长,尤其在 2006 年、2007 年有大幅度的增长,而县市级的中医医院业
务水平综合得分除了 2006 年外,一直保持递增趋势;自治区级中医医院经营状
况在 2004 年出现小幅度下降,从 2005 年起开始恢复增长势头,地州市级中医医
院的经营状况综合得分在 2006 年出现较小幅度的下降,而县市级中医医院的经
营状况综合得分 5 年来一直持续增长。结论:优化资源配置,加大政府对中医事
业的投入;深化人事制度改革,提高管理水平;抢抓机遇,提高医院工作效率;
“以病人为中心”全面提高优质医疗服务;增强中医药临床创新能力;杜绝以药
养医,提高中医药的服务能力。

Abstract

Objective: This paper mainly aims at seeking the development direction and
adjusting tendencies of the Chinese medical institutions in Xinjiang, providing a
basis for proposing the development approaches suitable for the local Chinese
medical institutions’positive development, through investigating and analyzing the
current situation of the traditional Chinese medical institutions in Xinjiang,
including the material resource, human resource, working efficiency, medical quality,
