摘要
民族教育政策是我国民族政策的重要组成部分。如何加强民族教育质量,更
好的为民族地区服务,是民族教育政策的核心问题。本文的研究对象是“少数民
族高层次人才骨干培养计划”的政策执行过程。本文从教育政策学的视角,阐述
了“骨干计划”政策的价值选择,然后,分析了“骨干计划”调查问卷及其他数
据中所反映的实际问题,最后,针对这些问题,提出了“骨干计划”实施过程中
如何避免出现偏差的应对策略。本文主要的行文思路如下:
本文绪论部分介绍了选题的背景和研究意义,通过对国内外民族理论政策与
实践的介绍,阐述了本文的研究意义,并介绍了本文的基本构架及研究方法。
本文第二章介绍了“骨干计划”的政策内容,包括政策的招生录取办法和培
养方案,并分析了“骨干计划”和其他民族高等教育政策相比较的创新点。第三
章运用公共政策分析的理论和方法,分析了“骨干计划”的合法性、公平性以及
在推动民族区域发展方面的价值选择。从政策的价值选择说明“骨干计划”的政
策内在涵义,为下文的问题分析提供参照对象。第三章对调查数据及访谈材料做
了全面分析,并提出“骨干计划”在实施过程中的具体问题,分别从招生情况、
基础培训基地及就业问题三个方面分析了“骨干计划”在政策实施过程中出现的
问题。第四章在前文论述的基础上,针对“骨干计划”实施过程中的问题提出解
决及改进的策略。
结语部分总结了对“骨干计划”政策实施的分析过程,提出我国的民族教育
政策应形成“制定过程自上而下,评价过程自下而上”的机制,使得民族教育政
策能够更全面有效的实现预期目标。

Abstract
The policy of education nationalities is an ponent of our country
nationality policy system. The policy of education nationalities is mainly focus on the
question of how to strengthen the education for nationalities quality, and how to provide
better service for the multi-national area. This object of article’s research is the
implementation of ‘Minority Graduate Enrollment Plan’. First of all, from the angle of
educational policy analysis, the article elaborated the value choice of the ‘Minority
Graduate Enrollment Plan’. Then, some actual problem of the ‘Minority Graduate
Enrollment Plan’, which appears in the policy concrete implementation, also has been
discussed. Finally, this article proposed some strategy to solve these problems during
the implementation process, in order to avoid presenting deviation.
