摘要
我国电力工业发展史是一部不断发展、改革和创新的历史。地方能源集团做为
地方电力能源投融资主体,负责对地方电力及其他能源产业基础项目进行投资、建
设、经营和管理,在所在省(市)占有重要而突出的地位。做为地方能源的重要支
撑,地方能源集团脱胎于计划经济,生长于市场经济,是电力体制改革的产物,它
伴随着电力工业的不断发展和国家宏观经济的腾飞,正步入快速发展的轨道。
湖北省能源集团公司做为湖北省地方能源集团,地处我国中部地区,在地理位
置上即不同于拥有着优越地理环境和人力资源环境的东部沿海地区,也不同于享受
着国家西部大开发优惠政策的西部边陲;在发展态势上,即不同于五大发电集团拥
有着强大的电力装机规模,也不同于民营企业拥有着灵活多变的经营机制,因此湖
北省能源集团的战略研究对于探讨中部地区科学崛起,以及全国地方能源集团的改
革与发展有着非常典型的意义。本文旨在以湖北省能源集团有限公司的重大历史沿
革以及当前国内外电力体制改革的外部环境为依据,以现代企业战略管理理论为指
导,剖析公司的内部竞争力量,参照专业研究机构对宏观经济形势的预测、相关行
业的前景分析和湖北省未来能源规划,以理论与实践相结合,运用系统研究方法以
及 SWOT 分析技术对公司的新时期战略进行研究,提出了公司面临的问题,结合问
题、机遇、条件、竞争对手的状况提炼出公司新时期的战略发展规划。

Abstract
The history of China power industry is of continuous development, innovation and
creation. Hubei Energy Group bears the responsibility of power investment, construction,
operation and management in Hubei province, thus it has played a key and outstanding
role in Hubei. As the key supporting to local energy, it is borne out of the planned
economy, yet up-grows in the market economy, the regional energy group is resulted from
reform of power industry. With the progress of power industry and rising of national
macroeconomic, it has ushered into an orbit of rapid development nowadays.
Being a province-subordinated locally electricity generating group, Hubei Energy
Group located at the central part of china, it is different not only with the eastern littoral
with advantageous geographical and human resources environment, but also with the
western area privileged with Western Development preferential policies. In regards to
development tendency, it is also different not only with the Top 5 electricity generating
group owning strong power equipments, but also different with the private enterprise with
flexible operating mechanism. Hence it is much meaningful to conduct strategy research
of Hubei E
