淮安建筑业“十二五”期间发展战略
摘要

淮安市建筑业发展基础较好,但近几年来,发展缓慢。全市建筑业总产值
己经连续三年在 400 亿左右徘徊,全省排名一直在第十位左右,与国内像绍兴、
南通等建筑典型市相比,差距明显增大。本课题从淮安市建筑业企业发展的现
阶段发展状况出发,分析了淮安建筑业的优势劣势,并对十二五期间建筑业的
趋势进行了分析,对淮安建筑业企业的发展面临的各种问题作了详细的分析。
以市场为导向,通过产业结构的调整,并对自身的优势充分利用,对国内外一
些地方的成功之处充分利用,最后提出淮安市建筑业十二五期间发展的战略及
保障措施。
全文主要分为五章:第一章是对建筑业市场的发展趋势分析。该章节主要
是对国内国际市场和国内外建筑业发展的趋势分析,从而为国内建筑业的发展
提供一个借鉴。同时对国内未来建筑业发展环境和浙江绍兴江苏南通等全国
建筑强市的发展情况进行了分析,为我们制定淮安建筑业战略提供了一些依据。
第二章节是对淮安市建筑业现阶段发展情况的作一个描述和分析。该部分根据
统计数据选取了“总产值、在外省完成产值、境外营业额、年末从业人数、工
程结算收入、人均利润”等主要指标对淮安建筑业整体情况作了一般性的介绍,
并通过比较分析可以发现淮安建筑业和其它建筑强市的差距。第三章节是用
SWOT 分析方法对淮安建筑业目前在发展过程中具有哪些优势机遇,同时会有哪
些劣势和威胁。第四章节在前几章节的分析基础上,提出了淮安建筑企业十二
五期间发展的八大战略。第五章节主要是战略的保障措施。通过几个方面强调
要保障战略的顺利实施必须保证科学的组织结构,强有力的人才保障等一些措
施。

Evelopment Strategy Of HUAI’AN Building Industry In The
Twelfth Five-Year Plan

ABSTRACT

The base of Huai’An building industry is relatively well,but it has being
slowed down in recent years! The overall output value is around 40 billion yuan in
three consecutive years, which ranked the tenth among all cities in Jiangsu province!
The gap is obvious pared with the wellknown building cities like
NanTong and thesis will give a detailed report on the development of
Huai’An panies, through my thorough reseach of the changing
enviornment of the building market during the period of carrying-out of the twelfth
five-year plan,and according to the present situation of Huai’An building
companies. On the bases of market-orientation,fully exploitation of one’own
advantage,learnning from the ess experiences of foreign countries, I would like
to put forward some stratigic measures on the development of Huai’An building
companies .
