万方数据 I 摘要随着当代经济的迅速发展,农村金融机构无法满足农户资金需求的矛盾越来越严重,农村资金互助合作社的出现为缓解这一矛盾局面提出了全面的思考。资金互助合作社本着“民监、民管、民办”的理念,依赖广大农户入股集资,形成小型民间金融机构,为农户发展生产提供资金支持,缓解了农村金融机构供给不足的局面。相对于其它正规金融机构而言,农村资金互助合作社有贷款容易、手续简单、无须抵押、利率低等优势,是农村新型金融机构的重要组成部分和重点发展对象。但是, 目前我国农村资金互助合作社还处于发展的初级阶段,经营管理不完备,没有建立科学的风险控制机制。在实际操作中,面临的各种风险控制问题将成为影响农村资金互助合作社运作发展的关键。本文主要以安徽省霍山县的农村资金互助合作模式为研究对象,通过对两种模式的资金互助合作社风险控制管理的研究,分析这类资金互助合作社风险控制中存在的问题,提出针对性的建议和措施,以构建完善的风险控制机制,提高了农村资金互助合作社的运行效率。为健全我国农村金融机构风险防范理论提供参考。关键词:农村资金互助合作社, 农村金融机构, 风险控制万方数据 II Abstract With the rapid development of modern economy , rural financial institutions can't satisfy the antinomy for farmers ’ demand more and more seriously. The emergence of rural mutual funds cooperative can alleviate this contradiction situation. Funds mutual-aid cooperatives has the idea of "people monitor, manage, run by the local people". It relies on that the masses of farmers buy a share which form a small private financial institutions , it helps farmers to provide financial support, and alleviate the situation of insufficient supply to rural financial institutions. Relating to the other formal financial institutions, as an important part of new rural financial institutions and the key to development aspect, the rural mutual funds cooperative ’ characteristics are easy loans, procedures simple, no mortgage, low interest rates. However, now our country rural mutual funds cooperative is still in the primary stage of development. It not only that the operation and management don ’plete, but also don ’t set upa scientific risk management mechanism. In practice, all kinds of risk control problems will e the key to affect the operation of rural mutual funds cooperative development.
