西安建筑科技大学工程硕士论文西安建筑科技大学工程硕士论文青岛前湾保税港区规划研究青岛前湾保税港区规划研究青岛前湾保税港区规划研究青岛前湾保税港区规划研究专业:建筑与土木工程研究生:章锡年指导教师:任云英教授李永飞高级工程师摘摘摘摘要要要要随着我国经济的迅猛发展, 尤其是自加入 WTO 以来, 为了与世界贸易方式接轨, 加快了沿海贸易港口从传统贸易方式向自由贸易方式转变的步伐,在这种政策导向下,近年来中国各地保税区纷纷转型升级为保税港区,它是迄今为止中国实行对外开放政策最优惠、功能最完善的海关特殊监管区域,在形式和功能上最为接近国际上通行的自由贸易区。但是中国的自由贸易区发展时间较短,且港口地区因经济发展特点、区位条件等因素的不同, 使得保税港区的空间模式、功能构成、发展模式等方面不同, 如何规划保税港区成为沿海贸易港口面临的一个共同问题。青岛是中国对外开放最早的城市之一,其港口一直受到国家的重视,青岛前湾保税港区是国家批复设立的 14 个保税港区之一,它对青岛贸易港口的未来发展意义重大。笔者参与青岛前湾保税港区规划设计, 通过此次工作实践从规划策划、方法、空间模式、发展模式等方面进行总结,为下一阶段前湾保税港区规划修编提出建议,并为促进前湾保税港区的健康发展提供科学依据。论文核心部分为三个部分: 第一部分: 研究国内外自由贸易区及保税港区的基本情况、发展历程与现状、自身优势和规划的研究,总结自由贸易区、保税港区的成功经验。第二部分: 通过资料调研、定性与定量分析、归纳演绎相结合的方法, 剖析青岛前湾保税港区发展的现状与特点,并对前湾保税港区规划的指导思想和规划主要内容进行了研究。第三部分:经过对青岛前湾保税港区规划的研究,指出了前湾保税港区规划在发展方向、空间布局、政策引导、规划实施及管理体制等方面存在的具体问题, 西安建筑科技大学工程硕士论文并提出相应的实施意见。关键词: 青岛前湾,自由贸易区,保税港区,规划,对策。西安建筑科技大学工程硕士论文 Research on the Planning of Q ingdao Qianwan Bonded Port Area Major : Architecture and Civil Engineering Name : Zhang Xinian Instructor: Professor Ren Yunying Senior Engineer Li Y ongfei Abstract Abstract Abstract Abstract With the rapid development of China's economy, especially since the accession to WTO, China has accelerated coastal trading port from the traditional free trade to trade the pace of change in order to trade with the world standards .
