摘要

随着改革开放的不断深入和社会主义市场经济体制的逐步建立,我国居民收入分配
格局发生了根本变化,行业收入差距出现了持续扩大化和显著化的趋势,并且已成为影
响社会和谐与稳定的重大问题之一。这使得对行业收入差距问题的研究也越来越成为经
济学研究的热点问题之一。在所有的问题中,对行业收入差距的性质做出判断,探究现
阶段行业收入差距的产生原因和解决办法,是不能、也不应回避的重要现实问题。目前
我国的行业收入差距在很大程度上是由于垄断造成的。而许多关系国民经济基础建设的
大中型国有控股企业都具有自然垄断性质,因此本文主要论述的就是自然垄断及其对收
入分配的影响。
首先,本文研究了自然垄断理论及自然垄断产业特征;其次,本文分析了中国自然
垄断行业的收入现状,并分析了自然垄断行业收入过高的成因,得出结论,从根本上看,
自然垄断行业高收入的制度根源为基于政企高度合一基础上的行政垄断。最后,本文研
究推导了调节自然垄断行业收入的政策建设。

Abstract

With the deepening of reform and opening up and the gradual foundation of the socialist
market economy, the pattern of e distribution in china has changed fundamentally; the
e gap between industries has continued expansion and this has e a major problem
in a harmonious and stable society. It makes that the study of e gap e hotter and
hotter in economics. In all questions, to judge the nature of e gap, to explore the cause
of the e gap and the solution to this problem, can not and should not be avoided. At
present, the e gap is largely caused by the monopoly. Many large and medium-sized
construction state-holding enterprises with the nature of natural monopoly are related to basic
construction of the national economy. Therefore, this paper mainly includes natural monopoly
and its effect on e distribution.
Firstly, this paper clarifies natural monopoly theory and the characteristics of natural
monopoly industry. Secondly, the paper analyzes the current situation of e of china’s
natural monopoly industry. Thirdly, the paper analyzes the reason why the e of natural
monopoly industry is too high from the view of economy and institution. Fundamentally
speaking,the abnormally high e of natural monopoly industry in china results
