流通领域食品安全监管问题分析研究.pdf

摘要摘要民以食为天。食品是人类赖以生存和发展的基本物质,食品工业已经成为我国的支柱产业。但近年来全球及我国恶性食品安全事故却屡屡发生,食品不安全问题已经成为影响广大人民群众的健康与生命安全、影响经营厂商的经济利益、制约食品出口、甚至关系社会稳定的重要问题。这就需要我们不断研究食品安全问题,完善食品安全监管体制。本文以杭州市工商行政管理局西湖分局流通领域食品安全监管的实践为例,概述了流通领域食品安全监管理论,阐述了杭州市西湖区流通领域食品安全监管的现状、西湖工商分局流通领域食品安全监管的主要工作机制,归纳出流通领域食品安全监管工作中存在的法律制度不健全、分段监管职责不清、监管力量不足、食品安全快速检测缺乏专业技术人员与设施、经费保障、流通领域食品安全溯源体系难以有效运作、流通领域食品经营人员始业教育收效甚微、网购食品安全监管难七个主要问题。针对流通领域食品安全监管存在的主要问题,借鉴发达国家食品安全监管的先进经验,结合笔者自身的工作实践,提出完善食品安全法律法规体系、改革食品安全监管体制、加强流通领域食品安全监管力量、保障流通领域食品安全快速检测、逐步推进流通领域食品安全溯源体系建设、创新流通领域食品经营人员始业教育工作、提升网购食品安全监管七个对策。关键词:流通领域;食品安全监管;对策ABSTRACTABSTRACTFood is what matters most to the is the basic material for people’Sliving and food industry is a pillar industry in our ,it is quite frequent that serious food safety accidents occur in recent years,which influents the health and life safety of the masses and the economic profits ofthe operating also affects the food exports and even social ,there is an urge demand for US to do researches on food safety problemsand improve the food safety regulatory on the practice of the Westlake bureau of Hangzhou Administration ofIndustry merce on food safety supervision in circulation fields,this papersummarizes the theory of food safety regulation in circulation fields,analyzes thepresent situation of the food safety supervision in the Westlake District of Hangzhou,and elaborates on the main working mechanisms of the Westlake bureau On foodsafety the above analysis,the paper concludes the followingseven problems:1)the legal system concemed is not healthy and sound enough:2)the duties and responsibilities of segmented regulation are not clearly defined;3)inadequacy of regulatory power;4)lack of professionals,equipment and fimding onfast test related to food safety;5)the inefficiency of the traceability systems;6)littleprogress on the education of personnel engaged in food marketing and sales;7)difficulty in supe
