摘要
立足于全面建设小康社会,积极构建社会主义和谐社会的基础之上,并为实现
国富民强,人民安居乐业,着眼于“宜居”,努力打造城市住宅更高宜居水平是城
市社会经济发展的必然趋势,是构建和谐社会的基础,也是改善和提高居民生活水
平的重要举措作为衡量社会进步和居民安居
乐业的重要标志。
在我国,关于“住宅宜居”的评价分析,新闻媒体与市民的关注度已经超过了
政府机构和专业科研设计机构,亟待加强系统、深入地研究,建立更科学的评价方
法指标体系,这有利于促进城市宜居住宅的建设和住宅宜居水平的进一步提高,起
到客观反映市民的意愿和实现公众参与规划管理的目的。
本研究按照科学发展观与构建和谐社会的总原则,对分
析”的相关理论研究进行回顾和总结,把和“宜居住宅”相关的概念进行了梳理,
并通过科学地选取和确定指标,甄选适宜的测度方法,利用层次分析法对武汉市住
宅宜居水平进行实证分析,得出武汉市“十五”期间,从 2001-2003 年都处于“比较
宜居”的水平,但呈逐渐下降趋势,至 05 年跌至最低值为 的“基本宜居”水
平。基于同样的分析方法,还将武汉市住宅宜居水平与其他城市进行了横向对比研
究,通过比较分析的结果,进一步分析武汉市“十五”期间宜居住宅建设中存在的
问题和不足,并就这些问题和不足提出相应的政策建议和意见,以期对武汉市“宜
居城市”的建设及未来的可持续发展予以指导和借鉴作用。

Abstract
On the base of prehensive construction of well-to-do society and the
harmonious society, and a prosperous, wealthy and peaceful country, make a higher level
of house’s livability is the consequential trend of the development of city’s society and
economy, which is the basis of harmonious society and the significant measures to
improve the level of people’ life. The level of house’s livability is also an important mark
of a prosperous, wealthy and peaceful society in the developed countries.
In China, the Medias and citizens pay a higher attention to the analysis of house’s
livability than the government and research institution. Therefore, it is demand that do
more systematic and deep research on the house’s livability, which is beneficial to improve
the level of the construction of the city’s livable house, realize the will of citizens and the
public engagement in the plan management.
