连云港市节水型社会建设研究摘要

摘要

随着我国经济的快速发展,水问题一直伴随并困扰着我们。尤其是最近几年,
气候的反常,水灾、水旱等问题接连不断。针对这种情形,各地节水型社会建设
逐渐被提上日程。对连云港而言,地表水拦蓄能力较差,本地水资源利用率偏低,
过境水量很大但很少得到利用,所以大部分用水靠外调江淮水供给,加之连云港
地处苏北,近年来经济社会发展方式较为粗放,对节水未形成高度重视,这些现
实导致了今天的连云港节水问题较多。本文首先对节水型社会有关基础理论和有
关概念进行介绍,其次从水资源现状、水资源供需情况及存在的问题和面临的形
势对连云港市水资源基本情况进行了叙述,分析了存在问题的原因,最后针对连
云港市实际,立足连云港市节水型社会建设已有经验,从节水目标任务、节水战
略、预警举措及体制机制等几个角度给出一些节水型社会建设举措。这对节水型
社会理论体系的建立以及连云港市建设节水型社会的实践具有一定的理论指导意
义,对各地建设节水型社会也具有一定的参考价值。

Abstract

With the rapid development of Chinese economy, extensive attention has paid on
the water forabnormal weather,and the highly frequent extreme
events in the last few years,.water resources has e a vital factor affecting local
economic the servere condition, the water saving society
construction has been gradually put on the agenda
In Lianyungang, the lower storing capability of surface water, the lower effeciency
of the local water resource use and the amount of the water in transit is large but rarely
used, so most of the water is supplied from the Yangze river and Huai river. Besides,
located in northern of Jiangsu, recent economic development is more rough ,paid less
attention on the water-saving in the city of Lianyungang。
Firstly, current water consumption and saving situation of Lianyungang City were
analyzed in this paper;Secondly, from the status of water resources, water resources and
problems of supply and demand situation and the situation facing the basic situation of
water resources in Lianyungang City, was described,analysis of the existence of the
