华中科技大学博士学位论文 II 第六章探讨了大众媒介参与公共政策输出的机制,提出了从组织传播到大众传播是我国公共政策的传播模式、政策报道不等于政策宣传等观点。在这一环节,大众媒介发挥作用的机制主要表现在多元化地解读政策、宣传政策中直接充当“意见领袖”、收集民意、参与政策评估、反馈政策执行信息等。最后,本文总结了大众媒介参与公共政策过程的模型,并指出我衡状态及发展空间。关键词:大众媒介新闻传播公共政策过程取缔“麻木”华中科技大学博士学位论文 III Abstract The mass media’s participation in the public policy process is an important manifestation of exerting its social function, a manifestation of an important guarantee for the public policy to realize its nature of authoritative distribution over public interest, so as to safeguard its scientific operation and, of an important approach for the public to realize their right to the participation in public policy process. Taking the process of banning “mamu”(tricycle) in Wuhan as a case study, this paper probes into the public policy process from the perspective of Journalism munication; and under the framework of political systematic analysis theories, this paper explores the mechanism of the mass media’s participation in the public policy process from three stages,---the policy input phase, policy transformation phase and policy output phase. This paper holds that mass media should take part in every stage of public policy process and play its unique function. These functions can be demonstrated in many forms, like focusing on social problems, building opinion platform to promote policy agenda, publicizing decision-making process, opening up decision-making “black boxes” to monitor its running, informing policy contents and acting as “opinion leaders” to monitor the operation of policies and the following feedbacks Based on the foregoing, this paper presents a model of the mass media’s participation in the public policy process. This paper consists of six chapters.
