摘要
招标投标制是建设工程主要管理制度之一。投标竞争是监理单位、施工单位承揽监理任务、施工任务的主要方式。目前建筑市场竞争激烈,而竞争获胜的关键在于编制一份切合工程实际的、高质量的投标文件,这也是企业在承揽任务时最关注的问题。基于此,本文对监理投标文件、施工投标文件的编制进行研究。
本文的研究主要采用文献查询和实际工程调研相结合的方法,在借鉴前人研究成果的基础上,结合实际工程编制监理投标文件和施工投标文件。
本文研究的内容包括监理投标书、施工投标书的编制,每部分投标书均包括商务标和技术标。监理投标书的研究重点是监理大纲的编制,施工投标书的研究重点是工程量清单投标报价和施工组织设计的编制。
本文研究的成果是一份规范性的监理投标文件和施工投标文件。本文的研究成果对监理投标和施工投标工作具有一定的实用价值和指导意义。

Abstract
In construction project, bidding system is one of the main management systems, which will petition mechanism to construction field,given a great deal of petition is the main method for supervision units and construction units to contract the supervision and construction task. In today’s fierce petition,the preparation of a project with practical,high-quality bidding documents is the key to win the tender,that is also the enterprises’ greatest concern to contract tasks. Therefore,in this study,I will do a research to the preparation of the construction tender and supervision tender.
The study mainly used the method bining literature works enquiring with actual on –site investigation. bining the results from our predecessors with the practical project in the actual preparation of tender documents.
The study includes supervision tender and construction tenders two parts, each part of the tender including business objectives and technical papers two parts,Management tenders focus on supervision of the preparation of the outline,the construction tenders is focus on the inventory valuation design of engineering and the preparation of anizations.
The main results of this study are to develop a standardized construction and supervision tender documents. In this course to familiar and methodology , to understand the construction process and the attention to matters .The research results hare a certain significance and function to the future actual work of bidding for construction and supervision.
