香港住房保障制度的分析研究及其对大陆的启示.pdf

武汉科技大学硕士学位论文第1页摘要住房作为人民生活的基本消费资料,是实现安居乐业、社会稳定和促进经济发展的重要条件。如何解决人们的住房问题,特别是中低收入家庭的住房问题,成为每个国家都不容忽视的重大的社会问题、经济问题,因此,住房保障制度是各国住房政策的核心内容之一。各国政府大多为解决中低收入阶层的住房问题制定了专门的住房发展计划和政策。中国香港地区通过建立私人开发商和政府部门共同发展的双轨制的住房供应体系,成功的解决了不同阶层住房供应的难题,使香港成为世界上公认的住房问题解决得比较好的地区之一。香港与祖国大陆有着相似的历史条件和文化传统,研究香港住房保障制度发展过程中的成功经验,对完善大陆的住房保障体系具有重大的借鉴意义。本文一共分为六章,系统地介绍了香港地区的住房保障制度,并分析了该制度的成功之处,根据大陆住房保障的发展现状指出其借鉴意义。文章首先从香港住房保障的历史演变入手,详细地介绍了香港住房保障制度的形成、发展、成熟及重新定位四个阶段的发展历程,然后,介绍了大陆住房保障制度的现状,进而系统分析香港住房保障制度的筹资方式,管理方式等,从中总结出其成功的经验。最后,通过对我国大陆住房保障制度的现状及其存在问题的分析,在总结香港地区住房保障制度对大陆启示的基础上,提出了改革与完善大陆住房保障制度的总体目标、基本原则、总体思路和政策建议。关键词:香港;住房保障制度;启示第1I页武汉科技大学硕士学位论文 Abstract House onsumption ofpeople,is theimportallt condition to嬲sureth锄liVing and working inpeace aIldcontentment maintaining socialstability锄d promoting eConomic tos01Ve me housing probleIIl ofpeople especially thelow— e锄importaIlt socialeconomic anddeVelopment problelTl that caIl notbeignored to anycount阱Therefore housing securitysyst锄is the core ofhousing policy toallcountries.
