国际收支申报系统的设计与实现 2 DESIGN AND IMPLEMENTATION OF INTERNATIONAL BALANCE OF PAYMENT REPORTING SYSTEM ABSTRACT Balance of payment statistics is an impor ponent of mi cro economy monitoring system, which is a basic tool to analyze the country’s foreign trade, service, capital and financial transactions, measure the adequacy of reserved assets, complement the decision making for national macro econo my. The balance of payment reporting system directly determines the timeliness and accuracy of ba lance of payment reporting. To build up an automatic, efficient and accurate balance of pa yment reporting system is critical for the foreign exchange regulatory, banks and the reporters. In this paper, we analyze the current status of balance of payment system in China, which still relies on manual input and could not directly convert the re porting data from the core banking systems. According to the types of balance of payment reporting, the interface specifications of the SAFE Jinhong system a nd the new requirement of cross border RMB settlement reporting, considering the characteristics of the core banking system, we optimize and improve the reporting proces ses, define the function requir ements of the new Balance of Payment System (BoPRS). On this basis, the paper designed the sy stem's architecture and system topology. The system posed of data extraction subs ystem, declaration information processing subsystem, data transmition subsystem and the feed back information processing subsystem. The data extraction subsystem is seamless integrated with banking system, banking support the online reporting via th e interface with the BoPRS, wh ich realize the real time auto capture. The declaration information system suppor ts the reporter to c onduct the international balance of payment reporting and operation staff to modify and approve.
