新蔡县新型农村社区建设融资的研究.pdf

摘要新型农村社区建设是新农村建设的重要组成部分,是提高农民生活质量,改善农村生活环境的根本解决方法。新型农村社区建设需要大量的资金支持,但由于受农村经济发展条件以及各种资源的的限制,对新型农村社区建设的融资并没有想象中的那样顺利。解决了新型农村社区建设的融资难题也就解决了新农村建设进程中的一大阻碍。本文共分为5个部分: 第一章是对新型农村社区建设融资意义的介绍,新型农村社区建设融资是对新农村建设的有力补充,符合党和国家一贯的农村政策;其次有利于改善农村人居环境,提高农民生活质量,加快建设现代农业,建设社会主义新农村。第二章是对新型农村社区建设融资的理论分析。先是分析了项目融资适用于新型农村社区建设,其次是对项目融资的概念和现有模式的介绍以及新型农村社区进行项目融资的必要性和可能性的分析。第三章先是针对新蔡县新型农村社区建设融资现状进行了介绍,市、县政府为建设新型农村社区出台的政策支持及具体做法,据此总结出现有的政府推进模式和村集体主导与村民自筹结合模式,并分析了各自的优缺点;接着对此过程中暴露出的资金投入单一,财政力度有限,金融机构发展落后,农民积极性不够和监督不力等问题;最后分析出缺乏健全政府的投融资平台和制度保障,财政投入方向顾此失彼,地方经济发展水平较低和基层政府行政角色缺失等原因。第四章则是对国内外新型农村社区建设成功经验的借鉴。分别是国内外部分地区总结出来的对新农村建设融资经验的典型经验和对这些典型经验的具体分析。第五章是对新蔡县新型农村社区建设融资方式的对策建议。提出了要进一步扩大我国支农支出的规模,保证支农支出持续增长;创新融资体制和政策;集中开展村庄规划编制;调动居民的积极性,实现居民的有效参与:建立健全相关法律法规,完善社区建设的监督管理工作等对策建议。关键词:新型农村社区;新蔡县;财政支持;民间自筹;融资模式 ABSTRACT New munity construction animportant part ofthe new ruralconstruction,which is to improve thequality oflifeoffarmersandimprove ruralliving environment ofthe new munity needs alotoffunds。but due tothecondition ofrural economic development and theirlimited糟sources,the construction ofthenew munity financing does not go assmoothly as solve thefinancing problem ofthe construction ofnew munities willsolve amajor obstacle truetion ofsocialist now countryside.
