食品安全问题不仅是经济问题,也是政治问题, 己成为衡量人民生活质量、
社会管理水平和国家法制建设的- 个重要方面。改革丌放以来,我国在食品安全
监管领域取得了巨大的成就,但是在经济全球化和信息多元化的新时代,食品安
全问题依然备受关注。近年来,食品安全事件迭出,从“牛肉膏”、“地沟油”到
“塑化剂”,从“瘦肉精”、“毒韭菜”到“染色馒头”……一次次刺痛公众的神
经,更拷问着我国食品安全的监管制度。面对这些问题,如何履行职责,加强食
品安全监管, 是政府部门面临的严峻课题。
通过对食品安全和政府监管相关理论的认识,探讨当前食品安全政府监管的
现状,并重点分析政府在食品安全中监管不力的原因,认为应当在借鉴国外成功
经验的-基础上,采取切实冇效的措施个方位提高政府在解决食品安全问题中的监
管能力。论文主要从突出政府对食品安全管理的组织协调和领导作用、建立食品
安全监管体系、健全食品安全应急管理体系、健全和规范相关法律、法规体系等
方面入手,进一步论证了加强食品安全监管是政府责无旁贷的义务和亟须解决的
重要课题。

A b str a c t
T h e food safety is not on ly a question o f econom ic, but also a qu estion o f politics.
It already becam e an im p ortant asp ect of m easuring th e qu ality of p eople's life, th e
level of social m an agem ent an d th e national legal system con structio n . O ur country
h as had great ess in th e food safety superv ision areas w ith its open policy, but in
th e new era o f eco nom ic glob alization an d in form ation d iv ersification , fo od safety
still been con cern ed serio usly. F ood safety accid ents occurred frequently, from "beef
extract”,"drainage o il" to p lasticizing agent, from “clenb uterol”,“p oiso n leek ” to
“ tainted steam ed b un "  it irritated th e n erv e o f th e pu b lic again an d again, an d
interro gated C h ina's food safety supervision system . F acing th ese prob lem s, how to
fulfill its duties and stren gth en th e sup erv ision o f food safety is a seriou s subject for
g o v ern m e n t.
O n th e base o f u nd erstand ing about th e food safety and th e related th eo ry o f
governm ent regulation , first, th is text discu sses th e current situation of governm ent
supervision of foo d safety and analyses the root of the unqualified governm ent
supervision above the food
