摘要
我国经济发展战略布局继20世纪80年代沿海发展战略、90年代末西部大开发战略 之后，H前新的区域发展格局正成形成，即实施西部大开发，振兴东北地区等老工业基地, 鼓励东部地区加快发展，实行东西互动，带动屮部，促进区域经济协调发展。
区域经济是各国和世界经济发展的重要支撑力量。改革开放以来，我相近地区的经济联系和合作加强，逐渐形成了各具特色的经济区。我国区域 经济按地理位置划分，大致可以分为三个层次：第一层次是从大连、天津、青岛、丄海、 厦门、深圳、湛江等整个海岸线为快速发展的经济区域；第二层次是从哈尔滨、沈阳、石 家庄、太原、郑州、武汉、合肥、南昌、长沙等内陆属于发展较慢的经济区域；第三层次 是西部地区为发展落后的经济区域。
特别是第三层次的地区，在激烈的市场竞争面前，出现了经济发展渐缓、工业化水平 下降、技改收效甚微、第三产业吸纳劳动力不多等诸多问题，严重束缚了其经济在21世 纪发展。针对上述问题，应通过推进国有经济的战略性改组、提高创新投资、提供优质高 效服务等措施，抓住“发展西部"的历史机遇，实现崛起。
改革开放以来，赶超战略下建立起来的大量不符合小国比较优势的资本密集型国有金 业在开放、竞争的市场环境屮缺乏自生能力的问题逐步由隐性变为显性，加上国有企业所 背负的沉重的社会性包袱，使经济在改革开放以后眾露出一系列比较严重的问题，制约着 经济的发展。木文对屮国区域经济发展现状作了分析，指出发展屮存在的主要问题，并提 出相应的对策。

Abstract1

Since reform and opening, China's large cities as the center, similar levels of development and regional cooperation to strengthen economic ties, gradually forming a distinctive economic zone. China's regional economy by geographical location, can be divided into three levels: first level is from Dalian, Tianjin, Qingdao, Shmnghai, Xiamen, Shenzhen, Zhanjiang, the entire coastline of the regiorTs rapidly growing economy; second level from the Harbin , Shenyang, Shijiazhuang, Taiyuan, Zhengzhou, Wuhan, Hefei, Nanchang, Changsha and other inland areas are less developed economies; the third level in the western region for the development of
