摘要
宜居城市建设实践较早出现于经济发达的西方进入高质量
阶段的一种必然,是随同城市建设过程生长出来,被逐步认识并因此开始频繁使用的
概念。宜居性是城市的基本特性,城市建设的最终目的,不是规模有多大,而是身处
其中的人的感受如何,居住和工作是否舒适方便。
中国目前已进入城市化的快速发展期,面临着从粗放型城市向节约型城市的转变,
需要积极探索适合中国特色的城市化道路,以节约资源、提高城市环境质量,创造更
加适宜的人居环境。
鉴于此,论文从以下几个方面展开:
(1)通过大量的国内外文献检索,揭示了宜居城市的产生的背景,阐明了宜居城
市的基本概念与内涵,归纳总结了宜居城市建构的理论体系,系统地分析了宜居城市
与自然、人文环境,宜居城市与硬件、软件环境的关系。
(2)综合运用定性与定量相结合、个案研究和理论研究相结合的方法,通过对现
行宜居城市评价方法的系统梳理,密切结合天水市的实际,确立了城市宜居性评价的
原则,围绕“经济富裕度”、“环境优美度”、“资源承载度”、“生活便宜度”四大核心
目标,建构了天水市宜居性评价指标体系,并分两个层次,对天水市的城市宜居性进
行了单项指标评价和复合指标评价。结果表明:在城市宜居性综合指标评价中,秦州
和麦积最高,为宜居城市;清水、秦安、甘谷和武山为较宜居城市;张川为较不宜居
城市。说明天水市中等城市比小城市宜居性更高,而小城市之间的宜居性差别较小。
(3)提出了构建宜居城市的措施:建设宜人的生态环境;以人为本,创造便利的
出行条件;塑造浓厚的、有特色的城市文化氛围;调整和优化城市产业结构;扩大城
镇规模,优化等级结构;保护市域资源;塑造鲜明的地方特色;

Abstract
The practice of building livable city earlier in the economically developed Western
countries, is the level of access to high-quality urban development phase of an inevitable
and is panied by the growth of urban construction process, and thus was the
beginning of a gradual understanding of the concept of frequent use. Easy Living is the
fundamental characteristics of cities, urban construction, the ultimate goal, not size, but in
