兰州大学硕士学位论文对新疆阿勒泰地区草原执法问题的调研报告摘要草原是国土的主体和陆地生态系统的主体,是我国面积最大的绿色生态保障,是维护国家生态安全的重要资源。草原也是牧区畜牧业发展的重要物质基础和少数民族的主要聚居区。草原在促进牧区社会经济可持续发展和民族团结与社会稳定方面都具有不可替代的作用。草原执法工作是保护草原生态的主要手段,是草原生态治理的重要组成部分。在新疆阿勒泰地区这样典型的草原畜牧业地区,开展草原监理工作,加大草原执法力度,对有效的保护当地的草原资源,维护生态安全,保障农牧民的合法权益有着十分重要的意义。本文以对新疆阿勒泰地区的草原执法工作的调查为基础,从法律的角度出发,依照“提出问题——分析问题——解决问题"的写作思路,对阿勒泰地区的草原执法工作进行了分析和阐述。在对阿勒泰地区草原工作的深入调查之后,笔者从草原法律法规制定现状、草原执法机构现状、草原法律知识的宣传学习现状、草地征占用管理工作现状、草原野生药用植物管理现状和草原纠纷调解工作现状这六个主要方面分析了该地区草原执法的现状以及存在的问题,并结合阿勒泰地区的实际情况,从完善草原法配套法律法规、加强征占用草原的管理、加快建立草原生态补偿机制、改进草原执法监督方式、加强宣传教育、强化队伍素质、提高执法水平等方面提出了一些建议和设想。关键词:草原执法;现状;问题;建议兰州大学硕十学位论文对新疆阿勒泰地区草原执法问题的调研报告 Abstract Grassland is themain landand terrestrialecosystems,the main body,is China’S largest green ecological protection is tosafeguard thenationalecological security an important development ofgrassland animal husbandry inpastoral areas iS also allimportant material basisand themain in the promotion of sustainable socio—economicdevelopment inpastoral areasand national unity and socialstability,has an irreplaceable role.
