摘要：日本的社会保障虽然在战前就已有所发展，但其真正的发展则是从战后才 开始的。1947年日本实施新宪法，开始构建和完善社会保障制度。伴随着日本 经济的起飞、高速增长、低速增长、停滞、长期低迷、复苏，社会保障制度也经 历了建立、扩充、困境、改革等诸多波折。经过60余载的建设和发展，日本已 经形成了一套比较复杂和完备的社会保障体系。

Abstract:Though the social security system saw its development before World War II, the real development started well after the war. With the new constitution established in 1947, the social security system was started to come into being and under cons true tion. 一、日本社会保障制度的界定
由于各个国家和地区的社会保障实践是千差万别的，关于社会保障制度的界 定，世界各国的政策文献和有关论著中的具体定义不尽相同，各国都依据本国的 特点和认识来描述社会保障制度的含义。即使同一国家和地区在不同历史时期以 及各研究者的研究视角与价值观选择不一致，也很难对社会保障制度作出明确而 统一的定义口。
社会保障(Social Security) 一词，最早出现在美国。虽然此前已经有相 关的社会保障政策及其具体实践，如英国早在1601年即颁布了《济贫法》；德国 则于18世纪末率先建立现代社会保险制度，但缺乏一个较为公认的相对统一的 名称。1935年美国颁布了《社会保障法》，社会保障一词即被有关国际组织及多 数国家所接受。一般而言
