⑥硕士学位论文 MASTER‘S THESIS 摘要 2007年12月,武汉城市圈与长株潭城市圈被国务院确定为全国资源节约型和环境友好型社会建设综合配套改革试验区,这既为两大城市圈未来的发展提供了重大的机遇,也对城市圈各方面工作提出了巨大的挑战。如今,“两型社会"建设已完成第一阶段工作,步入下一个起点,本文以此契机,选取武汉城市圈与长株潭城市圈为研究对象,以资源节约型环境友好型社会建设为切入点,研究“两型社会" 的内涵与两大城市圈的“两型社会"建设情况。首先探讨了“两型社会’’的理论内涵与科学体系。认为“两型社会"是以自然规律为准则、以资源环境为基础,以可持续发展政策调控为手段,沿着生产消费这条主线,结合社会各个层面上各个主体的参与,积极建设重点实践领域,保证主线正常良好的运行,维持社会健康、协调、持续的发展。其次,研究武汉城市圈与长株潭城市圈“两型建设"的基础条件,分别从自然基础、经济基础和社会基础三方面进行两型建设的条件分析,比较两大城市圈各项基础条件的现状与存在的问题,为两型建设中发挥优势改善劣势提供依据;从国家和地方角度研究两型建设的政策环境,结合重点领域的配套政策和改革措施,综合考察两型建设政策措施的制定、实施与成效;构建综合评价指标体系计算“两型社会”发展指数,结合资源利用、环境友好、科技创新、经济增长和社会发展五大指标综合评价分析“两型社会"建设的发展水平。最后,总结两型社会建设成果,对未来提出展望。关键词:武汉城市圈;长株潭城市圈;资源节约型环境友好型社会;比较研究 Abstract InDecember 2007,the Wuhan City CircleandCZT City Circle was specified by the State Council嬲a national resource—saving and environment-friendly society prehensive reform pilot area,which not only offerssignificant opportunities for thefuturedevelopment of thetwomajor cities,but alsoposed agreat challenge toallaspects of work inthecity circle.
