摘要
武警部队在处置由缅甸“八•八”事件引致的难民危机中,以高度的政治性、
纪律性和组织性完成了上级首长关于处置难民危机的命令和指示。但是,在具体
处置难民危机行动中,武警部队只限于对难民危机处置的具体行动,而未能挖掘
武警部队在处置难民危机中的行动困境和策略优化。因此,为分析武警部队处置
难民危机不畅的成因,探索其转轨路径,着重理清武警部队在处置难民危机中的
行动困境。于是,在实证主义方法的指导下,以文献研究法和实地研究法的研究
程序对现有难民问题及其解决方式的理论文本及改革实践进行解读,并在调查研
究与因果分析的前提下设计和归纳出武警部队处置难民危机的研究计划、理论基
础、整体镜像与行动困境。
经分析后发现,武警部队处置难民危机的理论基础可以从事件系列、组织行
为及检测过程来做理论分析,整体镜像则表现为贯彻上级命令指示,组织部队处
突行动,搞好遂行任务保障三个方面,而行动困境主要是难民危机处置决策不当,
难民危机管理体制不顺和难民危机管理评估不足。对此,尽管武警部队在处置难
民危机行动中也开创性的变革了诸多不适宜处置难民危机的行动模式,但并没有
从根本上改变武警部队处置难民危机不畅的现实。
所以,为全面深入的改正武警部队处置难民危机行动的缺陷,推进武警部队
处置难民危机行动的科学化,改革目前武警部队处置难民危机行动中的危机模式
和政策之弊端。武警部队在处置难民危机的策略需要在辩证的基础上重构决策的
机构,并通过完善难民危机综合管理体制,改革难民危机管理评估模式这一重要
环节,才可解决武警部队处置难民危机的行动困境,提高处置行动的有效性和科
学性。

ABSTRACT
Disposal by the Armed Police Force, "eighty-eight" refugee crisis caused to a high
degree of political, discipline anization plete a superior head of the
refugee crisis on the disposal of the orders and instructions. However, the refugee crisis
in the specific disposal operations, the armed police for disposal is limited to specific
actions the refugee crisis, but failed to tap the armed forces in the disposal of the
disposal of the plight of the refugee crisis and strategy in the optimization. Therefore,
the Armed Police Force for the analysis of the causes of poor disposal of the refugee
crisis, and explore the transition path, need clarify the disposition of armed forces

armed
