摘要摘要基于东南亚经济的活跃和战略地位的上升,以及东南亚地区发展动向的复杂性、多样性和不确定性,为了维持和巩固美国在东南亚地区的战略利益,在继承布什政府地区战略遗产的基础上,奥巴马新政府对东南亚政策进行了大幅度的调整。通过发展与东盟国家的经贸合作、进行政治对话与推进民主和继续增强在东南亚地区的军事存在等一系列举措,重塑美国形象和扩张影响力,基本完成了以全面性接触为特征的东南亚战略布局。奥巴马政府对东南亚政策的调整受到多重因素的影响,在全球和地区因素大背景的基础上,强调了美国国内因素和奥巴马本人政策导向对政策制定的局限,着重提及了中国在东南亚地区软实力的提升对美国战略调整的影响。中国经济上的崛起和军事力量的提升,使其在东南亚影响力的扩大对美国在该地区的战略利益构成威胁,担心中国对东南亚事务的参与是在挑战美国在该地区的主导权。奥巴马政府对东南亚政策的调整,很大程度上以削弱中崛起为意图。奥巴马政府对东南亚政策的调整对东南亚权力格局演变和地区安全秩序塑造产生了诸多影响。在加强地区稳定、促进经济发展及增强军事实力和维持东盟进一步推行大衡战略方面起到积极作用,但同时加剧了东南亚地区合作机制主导权之争。然而,美国东盟关系的发展存在较多的局限性,决定了这种影响的有限度。对中国而言,美国调整东南亚政策,给中国外交政策带来了挑战,尤其在目前备受关注的南海问题上,美国加大对东南亚事务的介入,增加了中国妥善解决南海问题的难度,使南海的安全形势更为复杂化。鉴于东南亚地区固守的“大衡战略”和美国——东盟关系发展中多种因素的制约,对中国不会产生较多实质性的影响。关键词:奥巴马政府东南亚政策中国因素 Abstract On account ofSoutheast Asia’S active economy and itsexpanding roleof strategicposition,嬲well plexity,diversity and uncertainty ofthisregion’S development direction,Obama administration inherited Bush administration’S re西onalstrategic heritageandcountered诵tll asubstantialadjustment inAmerica’S policy on Southeast Asiain order tosafeguard and consolidatehiscountry’S strategic means ofdeveloping economic and tradecooperation and engaging inpoliticaldialogue诵m ASEAN countries,along诵廿1 democracy extending andke印on increasing military presence inSoutheast Asia,Obama administration reshaped theimage herinfluence,and has pleted thestrategiclayout whichCan prehensive eng;agement.
