This paper stands for another perspective: introduce the information stability to research the stability in rural areas. The authors raise the conception of the information stability, it should include the following two aspects: information structure stability and information flow stability. Then paper also probes the relationship between the two aspects and the stability in the rural areas. Besides, the authors address the negative effects of information instability and believe that keeping information stable is especially significant to rural areas ’ stability. Key words: Information Stability; Stability in Rural Areas; Information Supply 一、问题的提出在农村现代化进程中,保持信息稳定对农村社会稳定有着重要的作用。信息不稳定将直接影响农村社会秩序。以 2000 年震惊全国的“江西省丰城事件”为例。该事件中, 当地基层政府强行禁止一本叫做《减负手册》的小册子, 然而这种过度控制信息的行为更加引起了当地民众对信息的需求, 长期信息“饥饿”的人们竞相购买这本小册子, 引发了一系列的矛盾冲突, 结果酿成了震惊全国的“江西丰城 6 专业资料专业资料参考首选事件”。“江西丰城 事件”给我们深刻的启示,信息“饥荒”下信息的瞬时超量供给——信息的不稳定将严重冲击社会稳定。当人们还在为农村信息极度贫乏而呼吁更多的信息供给时, 另一种令人忧虑的事情却产生了。信息“饥饿”状态下信息的超量供给迅速转化为“消化不良”并引起系列并发症, 给社会稳定带来潜在的危机。仅仅是刚一打开信息的水龙头,其来势就像是在堤坝上炸开了一个缺口, 而不像是在轻轻地拧开水龙头, 如何控制流量很快就成了紧急的问题[1] 。信息低量或许可以暂时确保政治稳定,但长期的信息低量会导致信息贫困, 表面上的超稳定恰恰是政治危机的前夜, 而信息超量也会导致信息污染,给政治稳定产生严重威胁[2] 。信息在社会中的合理流动, 已成为维持社会稳定的一个重要因素。信息不稳定会严重冲击稳定的政治秩序,引发一系列社会矛盾冲突,进而影响社会稳定。因此, 信息作为一种社会公共资源, 它的
