论我国中小民营企业的人力资源管理
内容提要：
中小民营企业是当今全球经济中最具活力的主体。在我国,中小民营企业的发展在确保国民经济适度增长、缓解就业压力、实现技术创新、优化产业结构方面,发挥着越来越重要的作用。人力资源管理是企业不断创新的原动力，也是企业会稳定成长的重要保证。研究我国中小民营企业人力资源管理对企业的长远发展具有十分重要的意义。本文针对我国中小民营企业在人力资源管理方面存在的问题，从其重要性、现状和对策三方面进行分析。首先，阐述我国中小民营企业人力资源管理的重要性。接着从缺乏科学的人力资源战略、管理机构设置不科学人员素质不高、人力资本的投入严重不足等六个方面进行分析我国中小民营企业人力资源管理的现状。最后，根据其存在的问题提出相应的对策。我国中小民营企业应采取制定人力资源发展规划并规范管理模式、做好工作分析与职位设计、加大员工的技能开发与能力培养等八种措施。

Abstract：
Small and medium private enterprises have the most vitality in the global economy. In China, the development of small and medium private enterprises in ensuring that appropriate growth of the national economy, and ease pressure on employment, and technological innovation, optimize the industrial structure, which play an increasingly important resource management is the motive power for the creation of enterprises. And it is an important guarantee for steady growth of enterprises. It is signidicant for the development of private enterprises to research human resource management of small and medium private enterprises in China. This paper is aimed at the problems of human resource management which exist in small and medium private enterprises in China. And it analyses from the importance to the present condition and the countermeasure. Firstly, it introduces the importance of human resource management in small and medium private enterprises in , it ananlyses the present condition of human resource management in small and medium private enterprises in China. It analyses from six aspects: lack of scientific human resource strategy, not reasonable setting up management institution, not enough investment of human capital and so on. Last of all, this paper raises proper countermeasure according to the existed problem. The small and medium private enterprises of China shoud carry out eight mersures which are making human resource development plan and making management mode
