绿色矿山评价指标体系构建.pdf

摘要
矿产资源作为自然资源的重要组成部分，是促进经济发展、社会进步，保
证人类社会可持续发展的重要物质基础。传统的资源开发利用模式呈现出粗放
型经济增长特点， 无规划无控制的资源开采造成资源的严重浪费、生态环境遭
受严重破坏、矿产资源开采安全面临威胁。发展绿色矿业、建设绿色矿山是实
现我国矿业可持续发展的根本手段。绿色矿山建设评价指标体系对于矿山建设
发展具有重要的理论意义和深远的现实意义。
本文结合国家绿色矿山建设 9 项基本条件、地方政府出台的绿色矿山建设
相关政策、标准，通过研究黄敬军、张德明等学者提出的绿色矿山评价指标体
系，对比分析各指标体系的优点、缺点，进而提出内涵更加丰富的指标体系，
以期为绿色矿山建设评价起到借鉴作用。该指标体系分为目标层、准则层、指
标层 3 个等级。目标层为绿色矿山建设；准则层由社会经济、矿产资源开发利
用、科技创新、清洁生产、环境保护、社区和谐六个方面构成；指标层则由 37
项具体指标构成。
通过对新田岭钨矿绿色矿山在社会经济、矿产资源开发利用、科技创新、
清洁生产、环境保护、社区和谐等六个方面所做的工作与取得成效的系统介
绍，进而构建新田岭钨矿绿色矿山评价指标体系。最后，结合矿山建设实际，
提出矿山建设的重点工作内容和保障措施，为今后矿山建设发展的重点及应注
意的问题提供有效的参考依据。

Abstract
The mineral resources as the important part of natural resources, is to promote
economic development, social progress, to ensure the sustainable development of
human society is the important material base. The traditional resources development
and utilization of showing a pattern of extensive economy growth characteristics,
