规划编制背景和基本任务
编制背景
来凤上轮城市总体规划——《来凤县城区总体规划（2004—2020）》于2004年由来凤县人民政府组织编制实施。该规划实施近8年来，较好地指导了来凤县城乡发展建设。当前，来凤县内外形势发生了较大变化，面临着经济社会和城乡发展建设的重要战略机遇。国家深入实施西部大开发战略和“中部崛起”战略，启动武陵山经济协作区建设，加大扶贫开发工作力度，湘鄂两省共同推进龙凤示范区建设。湖北省委、省政府大力建设鄂西生态文化旅游圈、支持恩施州建设全国先进自治州、深入实施“616”对口支援工程，武汉市继续加大对口支援来凤。恩施州委、州政府将来凤作为恩施州副中心城市进行打造，要求来凤县建设成武陵山区经济强县。恩来高速已经开工，黔张常铁路即将开工，来凤将融入现代交通网络。十八大以后，国家提出了新的发展重点和要求，强调“五位一体”和“四化”同步发展，高度重视新型城镇化建设。为了抢抓发展机遇，特制定《来凤县城市总体规划（2013-2030年）》（以下简称“总体规划”）。
规划主要任务
总体规划以来凤与鄂西生态文化旅游圈区域协调发展、龙凤示范区一体化、全域城乡统筹发展、中心城市建设为主要规划任务，具体包括八个方面：
1、着眼于与鄂西生态文化旅游圈、恩施州总体发展布局的充分对接，从产业发展、空间布局、交通和基础设施建设、生态环境保护方面形成的区域协调发展格局；
2、按照城乡统筹发展，坚持新型城镇化、新型工业化、农业现代化和信息化的“四化”同步发展，明确城镇化发展战略的重点和方向，优化城镇空间布局，加强新农村建设，加快形成城乡经济社会统筹发展新格局；
3、积极推进新型工业化发展，促进产业结构调整和升级，优化产业空间布局，发挥武陵山区资源优势，推动来凤特色经济发展，提高综合经济实力；

4、加快来凤、龙山两县融合发展，全面增强中心城区的综合服务功能，明确城市定位和职能，拓展发展空间，优化建设用地布局，提高服务设施水平，打造恩施州南部副中心城市
