第九条 项目立项。对审查通过的项目，由省交通厅批准立项，并下达科技项目计划。
第十条 科技项目要通过竞争形式确定项目承担单位。
第三章 项目合同管理
第十一条 交通科技项目采用合同方式管理。省交通厅下达项目计划后三十天内，项目申报单位和项目承担单位应与厅签订科技项目合同书（见附件二），并组织项目实施。由省交通厅提出的项目由项目承担单位与厅签订科技项目合同书，并由厅直接组织项目实施。
项目申报单位和项目承担单位在规定期限内不与省交通厅签订合同书的，厅科技主管部门可撤消该项目或重新选择项目承担单位。
第十二条 两个以上单位联合承担科技项目时，须在合同中注明第一承担单位，明确各承担单位的任务分工、经费分配等。
第十三条 项目遇有下列情况之一者，解除或中止合同的执行：
（一）经实践证明所选技术路线不合理或无实用价值的。
（二同类科技成果的。
（三）项目所依托的条件发生变化导致项目无法执行或不宜继续执行。
（四）由于不可抗拒的因素使合同无法继续进行。
解除或中止合同执行的项目，经省交通厅科技主管部门和厅审计部门审核，按已完成的研究工作支付费用，收回多拨部分经费。已完成的研究工作和取得的科技成果可以申请验收与鉴定（评审）。
第十四条 由于项目承担单位主观原因致使项目不能按合同规定执行，甚至造成损失的，省交通厅有权中止项目合同，视情况追究相应责任，收回（包括从其它渠道扣回）所拨经费，项目承担单位下年度不能承担同类项目研究。
