间分二大类用地进行引导管制，即限制建设区与有条件建设区。限制建设区根据管制要求不同，又分严格限制建设区和一般限制建设区。
严格限制建设区内除城市必须安排的配套设施和已确定的旅游及休闲运动项目外，严禁其它一切新项目入区开发，特别是工业项目和房地产项目，对区内有污染的项目应依法限期搬迁，对原有农村居民点有条件的尽可能迁建，逐步恢复自然生态景观；一般限制建设区内应以农业生产为重点，可适当安排农村农民建房，禁止大规模开发利用；有条件建设区用地内乡村应相对集聚布置，以中心村建设为主，农业空间应进行园区化建设与管理，提高土地的集约效益。
各类建设项目选址（包括用地性质的调整）应符合城市规划，同时应征求国土、环保、消防、文物等部门的意见。
在山体坡地、河网平原和地质条件较差的地段进行建设，应进行地质灾害危险性评估。禁止在地质灾害隐患区域内进行建（构）筑物建设。
禁止在工业、仓储用地内建造成套住宅、专家楼、宾馆和招待所等设施。禁止企事业单位在现有用地内建设成套住宅。
城市规划行政主管部门在审批建设项目时，应按规划要求确定道路红线、用地红线和建筑控制线，并标明具体坐标或相关尺寸。
新建、改建、扩建的建（构）筑物不得逾越建筑控制线，包括阳台、雨篷、踏步等；地下建（构）筑物不得逾越用地红线，包括地下工程管线及防护设施等。
城市规划行政主管部门在审批建设项目时，应按《城市绿线管理办法》和规划要求划定绿线，配套绿化工程应与主体工程同步设计、同步施工、同步验收。
