6、办好一张《东城通讯》报。借每季度一次的《东城通讯》报，开辟学习园地，集学校教育、家庭教育、文明教育、健康教育、法律教育为一体，成为居民心目中的学习报。
7、建好一个“廉政”文化小区。以东城二居委为试点，在小区景点中建设廉心窗、清风廊，道德之路延伸至小区，无时无刻都给居民温馨提示：“廉政廉洁生活是百姓崇尚的一种现代生活态度”。还有各种说廉、话廉、唱廉活动为小区营造风清气正的和谐氛围。
8、做活一台东城戏台百姓演。以“春之声、夏之韵、秋之曲、冬之练”四大主题举行东城戏台百姓演四季巡演活动，并在活动中将“迎世博、树文明”、“垃圾不落地”、“百万家庭学礼仪”、“扬廉政，知荣辱”等文明宣传教育活动贯穿始终。
9、举行一系列培训学、主任、社区干事、楼组长、日夜防队培训学习，在社区干事和居民骨干中形成良好学习氛围。
