西南交通大学硕士研究生学位论文第1页摘要我国经济发展迅速,各地工业园区如雨后春笋般冒出。但由于其典型的粗放型经营方式,环境污染(尤其是工业污染)严重。而循环经济的构建可最大程度地削减生产过程中废物的产生,最大化地利用资源。如何运用可持续发展和循环经济的理论和方法,更好地指导区域规划环评的有效实施仍然是摆在环保工作者面前的一个重大课题。与此同时,以污染预防为出发点,以物质循环流动为特征,以社会、经济、环境可持续发展为最终目标的循环经济模式,日益受到人们的重视,其实践也得到了迅速的发展。在区域规划环评中把循环经济理念作为规划环境影响评价的评判标准,被认为是判别规划是否符合可持续发展的较为容易实现的方法。基于此,本文以多学科理论和方法为指导,按照《中华人民共和国环境影响评法》和《规划环境影响评价技术导则》的相关要求进行了攀枝花市西区循环经济项目集中区规划的环境影响评价,力求探讨新建园区循环经济的设计规划方法,从产业规划的角度来分析工业园区大循环的建立。论文通过对以循环经济理论依托的攀枝花市西区循环经济项目集中区的详细分析研究,结合集中区本身产业基础及各方优势背景,了解集中区现在的产业现状与特点,并对集中区存在的问题进行深入的剖析,通过理论研究与案例研究相结合的方法,从理论到实践对攀枝花市西区循环经济项目集中区规划与建设进行了探索性评价和研究,为实现可持续发展战略,在评价中充分考虑了西区开发规划可能涉及的环境问题,提出了规划实施后可能造成的不良环境影响的防治措施,以协调经济增长、社会进步与环境保护的关系。关键词:规划:环境影响评价:循环经济西南交通大学硕士研究生学位论文第1I页 ABSTRACT With the rapi d development of global debelopment of human SOCiety have attracted the whole world’S Environmental Assessment(SEA)as one of the most exercisable approaches to SUstainable development has been paid more and more the most important part of SEA,Regional P1an Environmental Impact Assessment,whosetarget iS to confirill the regional P1an can promote SUStainable development or not has been applied widelY tomake it more effectively with the theory and method ofsustainable development iS a falal topiC for a11 the people working on environmental ,the theory of recycle economy with p011ution prevent i on as its startpoint,with material recyclt as its feature,with social,economical,environmental sustainable development as its final target,has attracted people’S attention increasinglY,and the practice of recycle economy has taken rapidly in the Regional Environmental Impact Assessment,the concept of recycle economy as a planning environmental impact assessment criteria, iS considered to determine whether the P1anning of SUStainable development in 1ine with the easier way to achieve.
