湖北省药品经营许可证管理实施办法
　第一条 为规范药品经营许可工作的监督管理,根据《中华人民共和国药品管理法》(以下简称《药品管理法》),《中华人民共和国药品管理法实施条例》(以下简称《实施条例》)及国家食品药品监督管理局《药品经营许可证管理办法》的规定,制定本实施办法.
　　第二条 凡在湖北省行政区域内开办的药品经营企业,持有《药品经营许可证》的发证,换证,变更等监督管理均适用本实施办法.
　　第三条《药品经营许可证》是药品经营企业从事药品经营活动的法定凭证,无《药品经营许可证》的,不得经营药品.
　　第四条 省食品药品监督管理局负责全省《药品经营许可证》,州,直管市,神农架林区食品药品监督管理局(以下简称市级局)开展《药品经营许可证》的监督管理工作.
药品批发企业(含药品批发法人企业,非法人企业和药品配送企业),药品零售连锁企业的发证,换证,变更和日常监督管理工作,,州,直管市,神农架林区,扩权县食品药品监督管理局负责其辖区内药品批发企业,零售连锁企业换证,变更的申请受理,初审,日常监督管理等工作.
　　药品零售连锁企业的门店和药品零售企业《药品经营许可证》发证,换证,变更及监督管理工作由各市,州,直管市,神农架林区食品药品监督管理局负责,并指导和监督辖区各县(市,区)食品药品监督管理局(分局)开展《药品经营许可证》的监督管理工作.
　　第五条 《药品经营许可证》经营范围的核定:麻醉药品,精神药品,医疗用毒性药品;生物制品;中药材,中药饮片,中成药,化学原料药,化学药制剂,抗生素原料药,抗生素制剂,生化药品.
药品零售企业,应先核定经营
