Expressway operation and management evaluation of Low carbon transportResearch A Dissertation Submitted for the Degree of Master Candidate :ZhangBo Supervisor:PengHuiProf. Chang’an University,Xi’an,China I 摘要目前,我国低碳交通建设正在全面展开。高速公路交通运输节能减排是低碳交通建设的重要内容之一,高速公路运营管理对高速公路交通运输节能减排有着极其重要的影响。在此背景下,研究高速公路低碳交通运营管理评价具有重要的现实意义。高速公路低碳交通运营管理评价是站在是否有利于高速公路交通运输节能减排的角度上,对高速公路运营管理部门的运营管理水平做出研究和评估。本文首先论述了低碳交通的含义和高速公路运营管理的主要内容,并分析了高速公路运营管理对车辆碳排放的影响。在此基础上,本文构建了高速公路低碳交通运营管理评价指标体系。选取的一级指标分别为:道路基础设施状况、道路服务水平、收费站服务水平、养护计划组织水平、交通安全水平和运营管理信息化水平。然后,本文分析了现有的综合评价方法,选择使用层次模糊评价法进行评价,并对层次模糊评价法的相关理论做了介绍。最后给出了评价应用示例,验证了评价方法的可行性。最后,本文针对我国高速公路运营管理目前存在的薄弱环节,提出了对策建议,分别为:加强出行者信息服务系统建设、推广不停车收费系统、加强预防性养护和高速公路紧急救援管理;并对每条对策建议进行了论述分析。关键词:高速公路运营管理,低碳交通,评价体系,层次模糊评价法 II Abstract At present, China's low carbon transportation construction prehensively expresswaytransportation energy saving and emission reductionis a important contentof Low carbon transportConstruction.
