天津市建设用地规划动态管理系统的研发.pdf

摘 要
随着经济、社会和人口的发展，世界城市化进程逐渐加快，城市范围不断扩
大，使得城市建设管理所面临的问题也越来越复杂，这些对传统的城市规划和城
市管理提出了严峻的挑战。建设用地资源的有限性需要用地规划管理本着节约与
集约的原则。为了适应日益变化的形势，必须采用信息化手段来辅助城市建设用
地的规划与管理工作，以充分有效地利用建设用地资源。
目前城市建设用地规划管理工作还存在着对城区内各类性质建设用地综合信
息掌握不全、历史核定用地数据未进行系统化管理且数据更新滞后、对具备开发
改造潜力的建设用地资源家底缺乏定量定位分析、技术手段相对落后、应对重点
紧急项目用地选址的快速反应能力不足等问题。
城市规划管理的信息化是“数字城市”的重要内容之一，开发先进、实用的
城市建设用地规划管理信息系统，并应用于城市建设用地规划管理，可以提高管
理的科学性、准确性和现势性。
因此，本课题通过对天津市建设用地规划动态管理系统的研发，在建立基础
数据资料库基础上，运用 GIS（地理信息系统）技术，实现各类用地汇总统计、综
合查询、建设用地结构分析、存量建设用地分析、现状建筑量分析、选址辅助决
策、专项选址图的编辑及输出等功能；在全面调查、了解城区各类用地规划建设
历史及现状基础资料之上，加强对各类信息的综合分析能力，采用信息化手段来
辅助城市建设用地的规划与管理工作，以充分有效地利用建设用地资源，为政府
制定城市建设和发展规划提供决策参考，并指导城市各类功能用地的合理、有效
配置，促进城市资源的优化配置、协调发展。

ABSTRACT
With the development of economy、society and population，the process of world
urbanization is speeding up gradually, and the scope of urban is expanding ceaselessly.
These make trouble for urban planning management, and challenges are presented to
traditional urban plan and urban management. The finity of construction-land resourse
needs land planning management according as the intensive and saving principle. In
order to adapt to changing circumstances, means of information must be taken to assist
the work of urban construction-land planning management. Then construction-land
resourse can be used fully and effectively.
At present，the work of urban construction-land planning management still contains
insufficiency. For example, all kinds of construction-land compositive information is
not all-around, the data of historical approved sites is not in systematic management and
data update lags, the construction-land resourse having development and transformation
potential lack qualitative and quantitative analysis, and feedback capability of key
emergency projects for queuing-location is not rapid enough.
