河北超高压分公司人力资源规划项目研究.pdf

摘 要

随着超高压输变电方式的迅速发展和电力体制改革的深入，沿用传统的人事
管理方法，已难以满足超高压企业发展对人力资源的要求。因此，对超高压企业
人力资源规划项目进行研究具有重大的实践意义。本文选择河北超高压分公司为
研究对象，采用 SWIOT 分析法分析了该公司人力资源的现状与存在的问题；根
据该公司今后的战略目标，利用神经网络与马尔可夫模型对其人力资源的需求和
供给情况进行了预测；根据预测结果，制定了规划的目标及目标的实现措施，为
公司在人力资源管理和开发方面提供了有力的支持。
通过研究认为，企业必须建立合理和科学的人力资源规划，才能适应企业发
展的需要，保证长远的人员平衡，使企业走可持续发展的道路。

ABSTRACT

With the rapid development of extra high voltage power transmission and the
power system reform, the traditional method of human resource management has been
difficult to meet the development of extra high voltage power transmission companies.
Therefore, it is of great practical significance to research the human resource planning
projects of companies. This paper chose the Hebei extra high voltage power
transmission branch as the research object, and adopted SWOT analysis method to
analyze the situation and problem of branch’s human resource. Then, according to the
company’s future strategic objectives, we used the neural network and Markov model
to forecast the need and supply of its human resources. According to the forecasting
results, we proposed the goals and measures of human resource planning. Those can
support the human resources management and development of the branch.
Through research, we can get the conclusion that enterprises must establish a
rational and scientific human resources planning in order to adapt the needs of
enterprise development, and ensure the balance of staff in the long-term, enable
enterprises to take the path of sustainable development.
