罗田县新型农村合作医疗实施方案
第一章 总　则
　　第一条 为推进我县新型农村合作医疗制度的顺利实施，根据上级有关文件精神，结合我县实际，特制订本方案。
　　第二条 新型农村合作医疗制度是由政府组织、引导、支持，农民自愿参加，以大病住院统筹为主的农民医疗互助共济制度。
　　第三条 县内常住农业户口的农民，以及常居农村的所有非城镇户口居民，均可以家庭（户）为单位参加新型农村合作医疗。
　　第四条 新型农村合作医疗制度实行县办、县乡共管体制，以县为单位管理大病住院统筹、健康体检，以乡镇（乡镇有分院的按乡镇院和分院所属辖区属地管理，下同）为单位管理门诊医疗。
第二章 基金筹集
　　第五条 新型农村合作医疗基金主要由农民个人自愿缴纳、地方财政补助、中央财政补助三部分构成。
　　（一）参加新型农村合作医疗的农民每人每年缴纳30元；

　　（二）地方财政按参加新型农村合作医疗人数每人每年补助92元，，；
　　（三）中央财政按参加新型农村合作医疗的人数每人每年补助108元。
　　第六条 农村“五保户”、农村低保户个人参合应缴的全部资金从大病医疗救助资金中列支，特困优抚对象个人参合应缴的全部资金从优抚经费中列支。
　　第七条 各经济组织、社会团体和个人扶持资助县级新型农村合作医疗制度的资金，由县财政部门统一接收；扶助村、组个人的，抵交参合农民缴费，由乡镇财政负责收取，并及时进入新型农村合作医疗基金专户。
　　第八条 参加新型农村合作医疗的农民以户为单位，采取边登记、
