国有、集体及国有控股企业工会建设“职工之家”标准
    一、依法维权，建立稳定和谐的劳动关系
       （一）建立健全以工资集体协商为重点的集体协商机制。开展平等协商工作，签订集体合同、女职工专项集体合同和工资集体协议，并建立履约和监督机制；职工劳动合同签订率达100%；企业辞退、处分、解除职工劳动合同，事先征求工会意见；在涉及员工利益的规章制度的制定、修改、监督实施等方面发挥应有的整体维护作用。
       （二）建立健全劳动争议调解委员会，积极有效预防，依法及时妥善处理劳动争议，没有出现群体上访事件。
       （三）建立健全工会劳动法律监督机构，对本单位发生的违反劳动法规的行为，及时提出改进意见，并向上级工会和有关行政管理部门报告。
       （四）“送温暖”工作形成制度,建立健全特困职工档案，职工解难济困有计划有措施，做好各项生活保障工作；切实做好困难群体的帮扶力度，企业开工不足时，做好职工生活保障和岗位技能培训工作，继续深化就业帮扶“工会主席一帮二”活动，及时协助帮扶对象与企业签订劳动合同。发挥就业援助信息员作用，及时上报企业
