供热面积发展及并网程序
（QB2003—001）
一、适用范围
本程序适用于公司范围内新老用户供热面积发展和并网供热。
二、程 序
1、发展计划部负责对新增供热面积的用户进行开发，并签订“供热建设协议”，及收取供热发展入网费（暂定名）。
2、经营部负责与热用户签订“供、用热合同”。
3、各供热分公司协助发展计划部做好对拟发展用户的用热情况调查工作和开栓供热工作。
三、并网程序
1、凡当年申请参加集中供热的用户，在每年九月二十日前将用热规划位置平面图、土建平面图、剖面图和采暖系统图等有关资料报到发展计划部，由发展计划部将用户的基本情况调查清楚后，上报主管经理审核，经审核同意吸收用户，由发展计划部与用户签订“供热建设协议”。
2、对已签订“供热建设协议”的用户，由发展计划部配合技术设备部做好供热管线的设计工作，并报主管技术副经理审批，经审批同意后，上报经理，确定施工单位，签订施工合同，进行供热管网施工。

3、凡因用户增多，供热面积增加而需新建、改建、扩建的供热工程，按工程管理有关规定执行,每年开栓供热前由发展计划部组织技术设备部、工程管理部、中心调度室、供热分公司及施工单位、监理单位、质量监督站等对施工、竣工项目进行验收，并做出合格与否的鉴定。
4、由发展计划部负责将已签订“供热建设协议”的新增用户的供热面积，移交给经营部，由经营部负责签订“供、用热合同”，并收缴热费。
5、经营部将已缴纳热费的新增用户“供热开栓面积呈报表”交发展计划部审核，经审核确定开栓供热面积后，由中心调度室下达开栓供热指令单。
6、各供热分公司按调度指令单对新增用户室内设施进行查验，确认
