天马镇2014年“四在农家·美丽乡村”建设
实施方案
为认真做好全镇农村生活垃圾治理工作，加快推进农村生活垃圾减量化、资源化、无害化，建立改善农村环境卫生状况和环境面貌的长效机制，根据县委、县政府关于开展农村生活垃圾治理、创建“美丽家园、清洁镇村”活动要求（以下简称“美丽镇村”），结合全镇实际，制定《天马镇“美丽镇村”建设实施方案》。
一、总体要求
(一)指导思想：认真贯彻落实党的十八大精神，坚持以科学发展观为指导，结合“四家联创”活动，以深化“家园清洁行动”为重点，推进农村生态环境和人居环境建设，形成有利于农村可持续发展的人居与环境体系，农民现代生活方式和农村先进管理模式，以改善农村环境为目标，加强农村垃圾污染治理，完善垃圾处理体系，倡导文明卫生的生活习惯，建立环境卫生长效机制，逐步实现农村生活垃圾减量化、资源化、无害化。通过开展生态环境保护，推进生态文明创建，努力建设一批“村庄秀美、环境优美、社会和美”的宜居、宜业、宜游“美丽镇村”，为推动全镇经济社会跨越发展打好基础。
(二)重要意义：“美丽镇村”建设是开展党的群众路线教育实践活动的具体体现，是改善农村人居环境的重要民生工程，也是今后３年全镇社会主义新农村建设的总方向。通过推进“美丽镇村”建设，努力促使新洲实现大跨越大发展。
