深圳市社会组织发展“十二五”规划
前　 言
　　社会组织是现代社会的三大支柱之一，具有提供公共服务，参与公共管理，促进社会和谐等诸多功能。加快发展社会组织，对于我市率先转变经济发展方式，全面推进社会建设，努力当好推动科学发展、促进社会和谐的排头兵，具有十分重要的意义。为促进我市社会组织发展，依据《深圳市国民经济和社会发展第十二个五年规划纲要》、《中共深圳市委深圳市人民政府关于加强社会建设的决定》、《关于进一步发展和规范我市社会组织的意见》等，编制《深圳市社会组织发展“十二五”规划》。 
　　一、发展基础与环境
　　（一）取得的成绩
　　
　　“十一五”期间，我市社会组织发展迅猛，%。截至2010年底，深圳市登记的社会组织4110家，其中社会团体1662家，民办非企业单位2441家，基金会7家，每万常住人口拥有社会组织4家，比“十五”。

　　社工组织逐渐壮大，2007年10月我市出台相关政策，大力推进社会工作发展，到2010年底注册社工组织总量达43家，在教育、司法、妇儿等十多个领域开展社工服务。支持型社会组织从无到有，为社会组织发展提供硬件、能力建设、智力支持和资金扶持。
　　“十一五”期末，我市经济类社会组织占8％，％，％，％，％。各类社会组织活跃在经济、科技、教育、文化、劳动、卫生、体育、生态环境、社会事务等各个领域，成为推动我市经济、政治、文化、社会
