第六条 建议人要结合集团公司实际，紧密结合本职工作，就本岗位、本班组、本作业区、本厂矿、本部门、本系统的关键问题和薄弱环节提出合理化建议。
第七条 工程技术人员、管理人员在完成本职工作前提下提出的与本身职责虽直接相关，但有创新的项目，可按本管理方法奖励。
第八条 建议人填报合理化建议表报本单位科协或工会，也可以通过集团科协网站上报。首受理单位30天内将处理信息反馈建议人，各公司主管部门60日内将已采纳的重大合理化建议的立题书面证明反馈给建议提出人。受益单位每月进行奖励，跨单位的合理化建议，对建议者要视同本单位职工给予奖励。
第九条 对采纳的重大合理化建议，纳入科技课题立项后，按课题管理方法继续进行。
第十条 合理化建议工作做到及时征集、及时评审、及时实施并按月奖励。
第二章　奖 励
第十一条 建议奖奖励对象为除集团公司董事会、经理会成员之外的人员，重点为集团科技人员和高技能人员。
第十二条 合理化建议被采纳或作为立题课题，受益单位给予建议人奖励。相同性质的合理化建议按时间先后排序，后提的建议必须在已纳入管理的合理化建议的基础上有创新或突破方可纳入奖励管理。
