为基层武装部开展活动奠定了物质基础。其中泰前、省庄、岱庙“三室一库”建设比较标准〔《各街道镇“三室一库”建设情况一览表》附后〕。
3、民兵训练扎实有效。区人武部和各街道镇武装部着眼平时担负的工作任务和完成急难险重任务的需要，在积极参加上级军事机关组织的各种训练活动的基础上，有重点地加强了防火、防汛、处置突发事件的训练，具备了一定的处置突发事件能力。特别是在执行抢险救灾、防火防汛、奥运安保、双拥共建等任务中，基层武装部和广阔基干民兵服从大局、攻坚克难，发挥了主力军和突击队作用。如泰前街道结合地域特点，组织开展的基干民兵山林防火、水库防汛工作。岱庙街道组织民兵成立维稳应急分队，积极参与治安巡逻、社区整治工作。省庄镇组织民兵开展夜间巡逻和邻里守望活动；制定优惠政策，鼓励民兵带头在女儿茶、花卉苗木、蔬菜种植等致富项目上有所突破等做法，极大地丰富了民兵活动的内涵，深受民兵欢送，深得群众赞同，效果明显。
二、存在问题
1、个别专武干部业务素质有待提高。在全区7名基层专武干部中，有2名是军队转业干部或退伍军人。个别专武干部军事业务熟悉程度、民兵活动组织水平、与中心工作相结合的能力等方面有待进一步提高。
