加强对海水的利用，在工业用水、城市市政、消防等方面尽量利用海水。
二、排水工程规划
1．排水现状
临城现状没有污水处理厂，排水体制为雨污合流制，雨、污水经收集后，就近排入内河。
2．规划排水体制
规划排水体制为雨污分流制，雨水经收集后排入内河，污水经收集后排入污水处理厂。
3．规划污水量
污水量按照用水量的90%计算，规划期末平均日旱流污水量6万吨。污水处理率为100%，规划期末应处理平均日旱流污水量6万吨。
4．污水处理厂
根据《舟山市城市总体规划》确定在临城建设大型污水处理厂一座，负责处理临城、沈家门、浦西的污水，占地9公顷，污水处理厂终期规模10万吨/日，分两期建设，一期规模5万吨/日，于近期建设。
规划在长峙岛建设小型污水处理厂一座，负责处理长峙岛污水，，占地2公顷。
5．管网布置
污水管道的布置原则上以重力流管道为主，结合城市规划道路布局、建设开发强度、城市竖向规划等布置。规划城市干道的污水管一般双侧布置，近期建设的管道同时满足远期的使用。结合临城的地质情况、管道埋深、河涌位置布置污水提升泵站。对于现状的合流管道，已经不能满足城市发展的需要，规划随着城市建设的发展逐步改为分流制管道。
