〔四〕建立完善规章制度。制定完善外事礼品赠送、接受、处置、礼金礼品登记上交和处置的相关制度，制定差旅、因公出国〔境〕、公务接待、会议等公务活动的开支范围和开支标准，完善相关制度，从源头上堵塞公款送礼经费来源渠道。

五、方法步骤
     1、谋划部署阶段。〔9月22日-23日〕
 及时召开会议安排部署，明确工作分工和责任等安排，对专项整治工作做出部署、制定审核下发整治工作方案。
2、自查自纠阶段。〔9月24日-30日〕
做好专项整治工作相关政策法规的宣传学习，全校各部门、各年级组、各岗位，按照党风廉政建设责任制的要求，对照整改方案开展自查自纠，认真做好红包礼金的登记上交工作，自查情况要在党总支内部进行公示，接受群众的监督。
3、督导检查阶段。〔10月1日-7日〕
加强日常监督，特别对国庆、古尔邦节等重要时间节点，加大监督检查力度，对发现的问题，严肃追究相关责任人的责任，加大对违规收受“红包”及购物卡的查办力度。对违纪违规行为“零容忍”，做到发现一起，处理一起。
