洪山镇开征农村生活垃圾处理费实施方案

为提高垃圾减量化、资源化、无害化处理水平，努力构建文明和谐现代新洪山，根据安康市汉滨区人民政府关于印发《汉滨区城市垃圾处理费征收管理方法》的通知〔汉政发[2007]17号〕、汉滨区物价局《关于进一步标准统一汉滨区城市生活垃圾处理费收费项目和标准的通知》〔汉区价费发[2009]103号〕、汉滨区城市管理局《关于对汉洪政字[2011]66号报告的批复》等文件精神，结合我镇实际，制定本实施方案。
一、征收对象
在我镇所有产生生活垃圾的企事业单位、个体经营者、社会团体和村民。
二、征收标准
农村生活垃圾处理采取定额收取方法进行征收，集镇每户每月6元，普通营业店铺每间每月15元，餐饮营业店铺每间每月20元，机关单位每月20元，学校每月100元，修车及洗车店每月100元，卫生院每月50元，卫生室每月30元，废品收购点每月20元，营运客车每月50元，集镇摊点每摊每月15元。其他征收标准参照汉区价费发[2009]103号文件执行。
三、征收原则
农村生活垃圾征收按照属地管理、“谁污染、谁负费”和有偿服务的原则。
