一是“庸”，就是思想平庸、能力平庸、工作平庸。主要表现为“事业心和责任感不强，安于现状，不思进取，不求有功、但求无过，拈轻怕重；精神不振、暮气沉沉；大局观念淡薄，因循守旧、按部就班，缺少创新突破的精神。
二是“懒”,就是懒于学习、懒于做事、懒于创新。主要表现为：疏于学不够高；有令不行、有令不止，上有政策、下有对策，不顾大局、各行其是，推脱责任、不敢担当，当一天和尚撞一天钟，得过且过，在岗位不在状态；群众满意度低，门难进、脸难看、话难听、事难办，服务态度冷漠生硬、言行举止不文明礼貌、办事效能低等。
三是“散”，就是纪律散、作风散、形象散。主要表现为：上班迟到早退，擅自离岗，不签到，科室有包庇行为，有事外出不按规定请假，工作时间上网聊天、玩游戏，开会不遵守纪律，提前离会；上班时间吃早餐、喝茶、买彩票、休闲娱乐，工作日中午饮酒等。

这些现象虽然只是存在少数干部职工身上，但是影响很坏，已经成为我院科学发展的主要障碍。各科室必须下功夫治理“慵、懒、散、贪”现象，以干部职工工作作风改良促党风政风转变，以党风政风转变促进就医环境改善，以优良的就医环境推动医院科学发展。
三、突出重点，强化措施，深入推进治庸问责工作
开展整治“庸懒散贪”问题专项工作，应当从思想教育、制度建设、监督问责入手，突出工作重点，狠下行动决心，以更严的标准，更大的力度、更实的措施，不断把整治“庸懒散贪”问题专项工作向纵深推进。
〔一〕加强思想教育。干部职工中存在“庸、懒、散、贪”现象，从根本上看，主要是干部职工理想信念动摇、宗旨意识不牢、观念淡化、对自身要求不严，缺乏事业心和责任感。要把宣传教育摆到突出位置，贯穿整治“庸懒散贪”问题专项工作的全过程，通过宣传教育统一思想、增进共识、营造氛围、凝聚合力，会后，各科室要及时召开整治“庸懒散贪”问题专项工作发动会。一是学习贯彻关于整治“庸懒散贪”问题专项工作会议的部署要求，要把整治“庸懒散贪”问题专项工作覆盖全院上下每一个层次，每一个科室、每一个岗位、每一个干部职工，形成强大的震慑效应。让每一位干部职工充分了解、深刻领会、准确把握整治“庸懒散贪”问题专项工作的目的意义、内容步骤和工作措施，以积极的姿态投身于工作中，同时要通过发动部署会、民主生活会、领导干部讲党课、专题
